General Black List.
The position of branches of statutory List, firms forms the subject of Confidential Circular of the 10th of June, 1916. It will be seen that, if such branches have not actually been liquidated as branches
of enemy firms, their business is to be closely scrutiniz- ed and every possible hindrance placed in its way. The position of firms on the General Black List is rather different, because statutory List firms (to employ a phrase to which the Foreign Trade Department have strong objection but which is notwithstanding very convenient} are" treated as enemies" and consequently their branches also may be "treated as enemies", whereas the General
